Budget 2025-26
Kunnummal Grama Panchayat
Budget 2025–26
Dear All,
I am presenting the 2025–26 Budget of Kunnummal Grama Panchayat before the Administrative Committee. I extend my greetings to the respected Grama Panchayat President, who delivered the introductory address at this meeting, as well as to the Standing Committee Chairpersons, Secretary, implementing officers, employees, and everyone present here.
It is with great pride and happiness that I present the fifth and final budget of this Administrative Committee. We are entering a new plan year after addressing and completing, to the maximum possible extent, the needs, problems, and development priorities of the people, despite the limitations of our resources.
Considering the geographical characteristics and resource constraints of this small Panchayat in the district, we have been able to address various development, welfare, environmental, and social issues within the powers and resources available to a local government. With this confidence, this budget puts forward our development vision for the coming year.
We have many aspirations and dreams to share. What stands in our way is the limitation of resources. A Panchayat whose own revenue is sufficient only for its day-to-day affairs is nevertheless putting forward ambitious dreams. However, as in previous years, this budget upholds the principle that the human face of a government is determined not by the abundance of resources, but by the fairness with which they are distributed.
For the year 2025–26, a budget is presented with ₹1,37,01,961 as opening balance, ₹19,99,16,464 as total receipts, ₹18,31,08,423 as expenditure, and ₹1,68,08,041 as closing balance.
Budget Summary
| Particulars | Amount (₹) |
|---|---|
| Opening Balance | 1,37,01,961 |
| Receipts | 18,62,14,503 |
| Total | 19,99,16,464 |
| Expenditure | 18,31,08,423 |
| Closing Balance | 1,68,08,041 |
Revenue Summary
We face the challenge that day-to-day expenditure, including establishment expenses, increases every year, while our own revenue increases only marginally. Property tax, profession tax, and various fees constitute the major sources of our own revenue. The General Purpose Fund is also utilized to meet expenses including salaries.
Although property tax revision is underway, there will be a 50% reduction in revenue from building construction permits in the coming years.
Tax Revenue
| Item | Amount (₹) |
|---|---|
| Property Tax | 85,00,000 |
| Profession Tax | 26,00,000 |
| Entertainment Tax | 20,00,000 |
| Total Tax Revenue | 1,31,00,000 |
Non-Tax Revenue
| Item | Amount (₹) |
|---|---|
| Rent | 15,20,000 |
| Fees and User Charges | 42,24,000 |
| Sales | 50,000 |
| Interest | 18,75,000 |
| Lapsed Deposits | 1,00,000 |
| Other Income | 25,000 |
| Total | 77,94,000 |
Although property tax collection is completed every year, the only way available to us to increase our own funds is to revise property taxation and make tax assessment more efficient. Many buildings that should come under property taxation have been left outside the tax system for various reasons, including violations of regulations.
If the area of modified buildings is assessed and new tax assessments are carried out, and buildings that have remained outside the tax system because they did not receive numbers due to violations are assigned unauthorized numbers and assessed for tax as per the law, an additional ₹10 lakh in property tax revenue can be generated.
This year, an increase of ₹50,000 in tax revenue and ₹10 lakh in permit fee revenue has already been achieved in this manner. These possibilities will also be utilized during the budget year.
